A short distance does not guarantee a short transfer. Check shuttle hours, any extra transfer charge and accessible transport separately. Some special-rate listings keep the facility identity private until booking. Sources and image credits.

Norfolk’s Half Moone Cruise Terminal is at 1 Waterside Drive on the downtown waterfront, beside Nauticus. The terminal address and the official cruise parking address are different. Use the cruise line’s instructions and the parking confirmation to decide where to arrive first; driving straight to the terminal is not the standard parking procedure for every passenger.
If using the official Cedar Grove cruise lot, navigate to 1000 Monticello Avenue rather than Waterside Drive. The official tourism guidance explains that luggage can be checked at the lot and passengers then take a shuttle to the terminal. For an independent lot, follow the address in your reservation. Check the current downtown approach and road conditions before starting the final part of your drive.
Use Virginia 511 for bridge, tunnel and motorway conditions around Hampton Roads. Allow extra time when your route crosses the region’s waterways, and leave room for downtown traffic and the parking transfer. Match the lot’s operating hours and final shuttle with your cruise check-in window. Avoid arriving at the terminal’s shuttle lane in a private vehicle unless current staff instructions direct you there.
VisitNorfolk identifies Cedar Grove as the official cruise lot, about 1.5 miles from the terminal, with a shuttle connection. Its guidance distinguishes paying in advance from reserving a particular space. Compare that arrangement with the independent parking offers below, checking whether each offer includes transportation to Half Moone and whether parking is available for the full itinerary.
The official cruise guidance directs ordinary taxis, rideshares and private pickup vehicles to signed locations on Waterside Drive near Town Point Park. The bus and shuttle lane immediately at the terminal is controlled separately. Norfolk International Airport is outside downtown, so air passengers need a further transfer. Do not assume that a hotel airport shuttle also provides the cruise journey.
Prepare cruise luggage tags before arriving at the parking lot. Keep boarding papers and essentials with you when bags are handed over. On return, follow signs and staff directions to the Cedar Grove shuttle or the designated private-pickup area. Before sailing, save your independent lot’s contact number, shuttle instructions and any out-of-hours collection procedure.
Official guidance states that Cedar Grove has accessible parking and a lift-equipped shuttle. Limited accessible drop-off arrangements at Nauticus are controlled by staff and require the appropriate eligibility documentation. Travelers using another lot must confirm its own accessibility arrangements. Request terminal and boarding assistance from the cruise line before travel.
Downtown Norfolk hotels can be convenient for waterfront dining and a pre-cruise stay. Other hotel areas may offer a different price but need a longer transfer. Check parking permission for the whole cruise, the shuttle destination and any passenger charge; hotel parking advertised for an overnight guest may not cover the days at sea.
A parking-only offer does not include a hotel room. For a hotel package, confirm the number of parking days, transfer destination and any additional passenger charges.

Use the terminal assigned by your cruise line for the sailing date, then check the official port map. If you book an independent parking lot, follow its arrival address and transfer instructions first.
It depends on the offer. Check the charge, passenger allowance, luggage rules, operating window and return pickup process. An airport shuttle is not automatically a cruise-terminal transfer.
Check whether your parking plan starts at Cedar Grove or an independent lot, and allow for the transfer before your assigned cruise check-in time.
Check the height, length, width and vehicle-category rules for the specific product before reserving. A garage, outdoor lot and hotel parking area can have different restrictions and charges.
Confirm accessible spaces, the transfer vehicle and the final route to check-in with the provider. Arrange embarkation assistance with the cruise line; the parking booking does not arrange shipboard assistance.
Check current parking options, read the transfer details and choose the product that fits your journey.
